ESAAMLG Held its 46th Task Force of Senior Officials, 23rd Council of Ministers and 6th Public Private Sector Dialogue Meetings in Kasane, Republic of Botswana on 01- 09 September 2023
The Mutual Evaluation Report (MER) of Madagascar was adopted by the Task Force and approved by the Council of Ministers in September 2018. According the Mutual Evaluation Report, Madagascar was Compliant (C) on 4 Recommendations, Largely Compliant (LC) on 9 Recommendations, Partially Compliant (PC) on 15 Recommendations and Non-Compliant (NC) on 12 Recommendations. Out of the 11 Immediate Outcomes (IOs), Madagascar was rated Moderate Level of Effectiveness on I.O. 6 and Low Level of Effectiveness on the remaining others. Details of the MER ratings are provided in the Table 2.1 below.

When the FATF places a jurisdiction under increased monitoring, it means the country has committed to resolve swiftly the identified strategic deficiencies within agreed timeframes and is subject to increased monitoring. This list is often externally referred to as the “grey list”.
